If you only have16Gig of memory to work with you are classified as a SMALL server according to new BI 4.1 APS Wizard. I would advise you to split the APS into 4 servers, see guide line from the BI 4.1 deployment.

I hope this is NOT a PROD system because you will have major performance issues unless you add more memory. I would recommend reviewing the BI 4 sizing guide as well, min memory for PROD server is 32Gig.
