Sergiy is right. User config is incorrect. You need to perform 2 steps to be able to login with SITE_ADMIN user:

1. Remove SAPME:DEFAULT_SITE custom property.
2. Change SAPME:DEFAULT SITE value for SITE_ADMIN to *.
