Issue with Running Package Allocation base on percentage

Dear Expert,

I have created a Package in DM in EMP NW 10. But when I click button Modiffy the system display a message like this:

ERROR: Open SQL array insert produces duplicate records in the database. (termination: RABAX_STATE)

Please explain why and give me a solution for this.
