Perpetual Print Control Installation Prompt

This is my first post so bare with me...

My organization is having issues with the Crystal Print control. We employ Crystal Enterprise Server 12. The CMC is configured to use the Web Viewer and the Active X print control. We have two sets of issues:

1) Users with Admin rights can install the control, but get prompted to install the control with each report request. We have gotten around this by agreeing to always trust Business Objects America and just having it silently install every time.

2) Users without Admin rights cannot print. I have read the following:

I completed the process of manually installing/registering the print control to no avail. On each report request and print, I still receive the prompt to install the print control.

How can I overcome this? I need a way to distribute the print control to all users and have the web viewer respond to it being installed/registered. I have noticed that when the control is installed from the viewer prompt, a Crystal Reports Print Controll add-on is seen in Internet Explorer. However, when following the steps above in item 2 and manually installing, it is not.
