How about the first part of the question:
In the period parameter assignment for Pay Scale Types, I used effective date as user requested e.g. 3/1/2014. I remember during new implementation PS Type Parameter entries used effective date as 1/1/1900. Is it not the best practices to use always 1/1/1900?
