I already stated this is not an authorization issue. Testing from RWB is also not an issue.
With the dummy data which you are using, you will not be able to work out this scenario.
I suggest you use proper values for mandatory fields. like for example TABNAME which should have a constant EDI_DC40. Similarly populate other mandatory segments and fields. Pick up a real Orders05 generated from ECC system and use it for your test.
